• Design-build project involving the construction of a new 2.82-mile, four-lane limited access highway that will connect the existing I-564 through two of the region’s economic powerhouses – Naval Station Norfolk (NSN), the largest naval base in the world and the area’s largest employer, and the Norfolk International Terminals (NIT), the Virginia Port Authority’s largest terminal in Hampton Roads.

• The new roadway, to terminate near Hampton Boulevard (Route 337), will provide a safer high-speed highway that will decrease congestion, redirect heavy truck traffic from Norfolk city streets, and provide improved access for the 80,000 vehicles entering and exiting the navy base each day. 

• UL-FGA is being utilized as part of a remediation effort near Ramp A.  A preload/surcharge embankment placed to consolidate the soft underlying soils before final roadway construction caused a global slope stability failure and had to be removed.  

• The mitigation alternative of using UL-FGA as lightweight embankment fill was selected over other types of lightweight fill and ground improvement after an analysis of feasibility, cost, and schedule.
