Construction of new control building required lightweight fill over compressible soils, the new building needed to be raised 4 feet above existing grade to stay above flood elevation for the adjacent Delaware River, FGA placed in 15°F temperatures without any issues, vapor barrier and reinforced concrete slab placed above FGA fill.
